			<content:encoded><![CDATA[<p>My buddy <a href="http://www.138thpa.com/">Jim Cobb and his 138th Pennsylvania struck upon a great idea</a>.  They put together a curriculum for training folks.  This training is targeted to the rank structure in their organization.  The purpose for this is to encourage the members who wish to attain rank to study both material directly related to the position as well as historical information about their unit, the campaigns of the unit, and other American Civil War research.</p>
<p>We thought this would be an excellent idea and have been working toward developing the same kind of thing for the Kentucky Volunteers.  We are not suggesting that every member unit of this organization would be subject to this program.  We hope it is clear that we are not at all interested in getting involved with the way your unit works.  We believe that this program will achieve a couple goals.</p>
<p>First, provide a means for folks to learn the drill for their respective discipline and be recognized by the organization for their dedication.  When individuals achieve rank based on this program everyone will know that they have completed a rigorous course of work and have demonstrated what they have learned.  We hope that a Sergeant (or any certified rank) of the Kentucky Volunteers will be able to take the field as that rank with any organization in the country and perform admirably.</p>
<p>Second, when the Kentucky Volunteers work with an event host we can provide for them Officers and NCO&#8217;s of known quality.  If we say that this person is a Captain of Kentucky Volunteers the event host can look at the curriculum for the Captain, know that the person has completed the course,  and therefore SHOULD know what they are doing.  We have all gone to an event where the overall commanders were of dubious quality.  We want event hosts to know that when WE take the field we can provide for them quality Officers and NCO&#8217;s.</p>
<p>We are still working out the details of the program for Kentucky.  In the mean time I encourage the reader to check out the <a href="http://www.138thpa.com/138th_edu.html">138th Pennsylvania&#8217;s program</a> for a sense of what we want to accomplish with this.</p>
